A works council consults with an organization's management on important topics that affect many employees. In 2025, the Naktuinbouw Works Council actively addressed various strategic and personnel matters. The Works Council issued several unsolicited recommendations, held internal meetings, consulted with management, and took initiatives to strengthen employee participation.
The Works Council actively focused on visibility and engagement. Employees were invited to attend meetings. And at our Horst location, a Works Council member was the designated point of contact and regularly engaged with employees.
The Works Council regulations were revised in 2025. The position of administrative secretary was added. This secretary supports the Works Council with secretarial and organizational tasks. The chairperson structure was adjusted to one chairperson and two deputies. This strengthens the continuity and professionalism of the Works Council. The management and the Works Council jointly reflected on the current term. We agreed that after the elections in 2026 and the installation of a new Works Council, new agreements will be made regarding cooperation at the consultation table.
Naktuinbouw strives for a safe working environment in which everyone feels at home and has equal opportunities. Utrecht University conducted a policy and employee scan for us using the Dutch Inclusivity Monitor. The goal was to assess our vision and establish further policy objectives. Our vision received full marks for inflow, throughput, and inclusion. We can further develop the vision for outflow. The employee scan showed that employees primarily feel different from others based on personality and/or age. Both the majority and minority groups are accepted within Naktuinbouw. There is room for improvement for both groups. We will develop further policy objectives and actions in 2026.
We systematically improve safety with our Risk Inventory & Evaluation action plan. Employees can report accidents, near misses, and unsafe situations. These reports help us improve safe working practices at Naktuinbouw. In 2025, we registered fourteen reports of (near misses)/unsafe situations (33 in 2024). These included two accidents (a cutting incident and a physical strain injury), three near misses, and nine unsafe situations. We encourage reporting through rounds of occupational health and safety inspections.
We have two confidential advisors at Naktuinbouw. They help employees maintain a safe and pleasant work environment. In 2025, the confidential advisors received six reports of inappropriate behaviour. In these reports, they assisted the reporter in finding solutions. One meeting was held with confidential advisors from other inspection services. Six teams invited the confidential advisors to explain their duties and working methods.
Our Emergency Response team consists of 26 employees. Every year, our Emergency Response team trains in first aid and emergency response skills. This keeps us up-to-date on the latest regulations and allows us to practice skills such as CPR and extinguishing small fires.
By 2025, all Emergency Response team members will have been refreshed through a dedicated Emergency Response training course (including e-learning). This training covered all important aspects. Our new ’Evac Chair’ could also be tested immediately. Furthermore, the newly trained First Aiders also received annual refresher training. In addition to our own training, 70 colleagues also participated in the CPR training provided by Naktuinbouw. Employees could register for a training session in Roelofarendsveen or Horst. This was to reach as many colleagues as possible. Last year, another educational exercise was held in collaboration with the local fire department.

We believe in the importance of cultivating an atmosphere of openness, safety and trust. Our Naktuinbouw Code of Conduct is a compass that describes the agreements that exist mutually between employees concerning behaviour inside and outside our organisation. The main agreements are:
In the spring, the Arbo Unie (Dutch occupational health service provider) conducted a Preventive Medical Examination at Naktuinbouw. We generally scored positively compared to our peers. A point of attention is the number of colleagues who experienced undesirable behaviour from colleagues, managers, or external parties once last year. Areas for improvement in the workplace focused primarily on leadership and appreciation. We implemented measures to enhance management engagement in the workplace. In the area of occupational health and safety, areas for improvement include physical strain, skin complaints, screen time, and working in hot conditions. The most important risk management measures will be in place by 2026.
Team development has become a permanent part of the annual cycle, alongside individual development. External guidance from the Semco Style Institute on team development has been transferred to internal coaches. Our internal coaches guide the teams through a team scan, team frameworks, and feedback and decision-making workshops. With small steps and concrete actions, the teams continuously work towards increased job satisfaction and improved performance.
