If a product is subject to a certification or inspection requirement at import and no import ban is in force, it may be imported. Import shipments should be reported to Naktuinbouw. You then make an appointment for the inspection. Our inspector will assess whether the shipment and the phytosanitary certificate comply with European requirements. The import inspection must be performed at an inspection location that has been approved by the NVWA.
During the physical inspection, the product will be examined to detect the presence or absence of any quarantine organisms (harmful organisms or subject to quarantine requirement according to EU legislation). Sometimes an inspector may be unable to establish this visually, and a sample may be required. While the sample is being analysed, the importer will be unable to access the products.
Inspections take place within defined time blocks. You can request a certain time block. The request will be processed (automatically) and the response stated via the portal. The visit time of the inspector may differ from the indicated time of inspection, but will always be within the limits of the time block (see table below).

The shipment will be released if:
- the phytosanitary certificate has been filled in completely and correctly
- the shipment and the phytosanitary certificate correspond
- no quarantine organisms were found on the product
The shipment can subsequently by cleared by the Customs authorities. Only at this point is the shipment permitted to enter the EU.
The Naktuinbouw board establishes our inspection fees each year. The fees are subsequently approved by the Minister of Agriculture, Nature and Food Quality. The costs are charged based on the cost-maker cost-bearer principle. The fees for inspection can be found here Rates/fees.
All import inspections should be registered via CLIENT Import. The terms & conditions of CLIENT Import apply. Companies that cannot, or do not, use this system, can register via fax or e-mail using the deferral/registration form. Naktuinbouw will then process the details in CLIENT Import. Naktuinbouw will charge an extra fee for registration by fax or e-mail.
