Introduction

The Stichting Nederlandse Algemene Kwaliteitsdienst Tuinbouw (Netherlands Inspection Service for Horticulture – known as Naktuinbouw) promotes and monitors the quality of products, processes and chains in horticulture, focusing particularly on propagation material, both national and international. Naktuinbouw is an independent organisation regulated by the Ministry of Agriculture, Nature and Food Quality (LNV). In Naktuinbouw there is an organisational and financial separation of statutory duties (inspection work), other statutory tasks (such as approval and breeders’ rights inspections) and service activities.

Statutory duties
Naktuinbouw implements on behalf of the Ministry of LNV the Seeds and Planting Materials Act and European legislation relating to propagation material in the flower, fruit and vegetable sector. The European trade directives stipulate that propagation material in the member states of the European Union (EU) must comply with certain standards. Naktuinbouw’s activities cover the complete spectrum of Dutch horticulture, with the exception of flowering bulbs.

Other statutory duties
In addition, Naktuinbouw provides the national and international horticulture sector with a broad range of services, focusing on supporting and promoting the quality of products and processes arising directly from Naktuinbouw’s statutory duties. Naktuinbouw is also the only organisation in the Netherlands that is authorised to test vegetable, agricultural and ornamental breeding stock for distinctness, uniformity and stability (DUS research) for registration and/or for the purpose of granting breeders’ rights.
